U.S. Rep. Chris Pappas has introduced a bill in the House designed to deliver tax aid to households with substantial energy costs, according to the U.S. Congress.

Filed as H.R.7044 on Jan. 13, 2026, during the 119th Congress’ 2026 regular session, the legislation details are based on our review of the official bill text and further clarified for understanding.

This proposal would create an energy burden tax credit within the Internal Revenue Code of 1986. Individuals could claim a credit totaling 75% of eligible energy expenditures related to heating or cooling their primary residences, up to $1,500 for individuals or $3,000 for joint filers. Eligible expenses are defined as energy costs exceeding 3% of the taxpayer’s modified adjusted gross income for the tax year, not counting government reimbursements. The credit would be phased out for those with a modified adjusted gross income above $75,000, or $150,000 for joint filers. This provision applies to tax years beginning after Dec. 31, 2024, but no later than those starting after Dec. 31, 2027.

Rep. Chris Pappas (D-NH-1st District) sponsored the bill, alongside Rep. Michael Lawler (R-NH-17th District) as a co-sponsor.

Rep. Pappas has introduced another 33 bills since the current session convened.

Congressional bills may originate in either the U.S. House or Senate, except for revenue measures, which must begin in the House. After introduction, measures are sent to relevant committees for assessment, hearings, potential amendments, and debate prior to floor votes in both chambers. If both approve the same version, the bill heads to the president, who can enact or veto it. Congress holds two-year terms, each numbered and split into two annual sessions. The legislative process and official records are curated by the U.S. Congress on Congress.gov.

Born in Manchester on June 4, 1980, Chris Pappas represents New Hampshire. A Harvard University graduate in 2002, his previous political roles include service in the New Hampshire State House (2003-2007), Hillsborough County treasurer (2007-2011), and New Hampshire Executive Council (2013-2019), before he entered the U.S. Congress in 2019.
