Brian Labrie, an advocate for public employee policy reform, posted a series of tweets in late January 2026 discussing challenges faced by the Department of Transportation (DOT) in hiring plow operators and promoting legislative solutions.

On January 26, 2026, Labrie highlighted ongoing staffing issues at the DOT, writing “Breaking: $5000 retention bonuses, because DOT can’t get plow operators. HB1704 “the public employee Choice act” will fix this! https://t.co/CDnW8swgEX”. Later that day, he followed up with another post stating ” oh yeah… https://t.co/WMkl3oNX5g”.

Continuing his commentary on January 27, Labrie shared a link to an article and wrote “LABRIE: Why HB 1704 is a Win for Talent and Taxpayers – NH Journal https://t.co/x64JR95mKk”.

HB1704, referred to as “the public employee Choice act,” has been introduced to address recruitment and retention difficulties within New Hampshire’s state agencies. The bill aims to provide more flexibility for public employees regarding union membership and representation. Supporters argue that such reforms could help alleviate critical staffing shortages—such as those experienced by the DOT—and potentially reduce taxpayer burdens over time.
